2015 Northeastern Connecticut Council of Governments Regional Hazard Mitigation Plan (updated 1/25/2016)
The 2015 Plan provides the framework for natural hazard preparedness by identifying local and regional actions that address threats before they occur–as opposed to, after they occur.
The 2015 Plan enables participating jurisdictions to compete for Hazard Mitigation Assistance (HMA) grant programs through the Federal Emergency Management Agency (FEMA). HMA funds can be used for mitigation planning as well as implementing
mitigation actions, such as floodproofing a community facility, and belong to one of the three following grant programs:
- Hazard Mitigation Grant Program- The Hazard Mitigation Grant Program (HMGP) assists in implementing long-term hazard mitigation measures following a major disaster.
- Pre-Disaster Mitigation- Pre-Disaster Mitigation (PDM) provides funds for hazard mitigation planning and projects on an annual basis.
- Flood Mitigation Assistance- Flood Mitigation Assistance (FMA) provides funds for projects to reduce or eliminate risk of flood damage, on an annual basis.
Regional Hazard Mitigation Plan Update 2020-2025
The Northeast Region is in the process of updating the regional plan for natural hazards mitigation to reduce vulnerabilities to natural disasters. Planning for hazards also enables our communities to minimize losses and recover more effectively when disasters do occur. The NECCOG multi-jurisdictional natural hazard mitigation plan will cover all 16 member municipalities and with approval from FEMA, all our towns will be eligible to apply to the CT Division of Emergency Management and Homeland Security (DEMHS) for mitigation grants administered by FEMA.
